Melt the chocolate and shift the flour, baking soda and baking power and salt , chocolate no there are no lumps.
In a mixer add the butter, egg, sour cream, vanilla extract and sugar until light and fluffy. Add the sifted dry ingredients and them mix with a wooden spoon so it doesn’t get too over mixed and then add the chocolate chips until incorporated.
Add to cupcake pans and bake for 18 to 20 minutes middle rack.
For the Frosting
Add the 1 cup of icing sugar, butter, salt, vanilla and 1 cup of the peanut butter. Mix on medium speed until smooth.
Then gradually add the heavy cream and the 1/4 cup peanut butter. Then gradually add the rest of the sugar depending how thick or heavy you want it.
