Preheat oil to 350 degrees. While the oil is heating up, stack the wonton wrappers and slice horizontally into 2-inch strips. Fry the wontons for 1-2 minutes or until crispy and golden. Drain on paper towels.
While the wontons are cooling, mix together the sesame seeds, paprika, garlic powder, chili powder, and salt. Toss the chips in the spice mix.
For the bulgogi beef, slice your ribeye into ½ inch slices. Place the beef into a resealable bag and add in the soy sauce, sesame oil, mirin.
